Congress Approves Landmark Bill to Combat Institutional Child Abuse with Support from Paris Hilton

Bill to Prevent Institutional Child Abuse, Supported by Paris Hilton, Approved by Congress

A legislation aimed at halting child abuse in residential programs for youth, backed by Paris Hilton, successfully passed through Congress on Wednesday.

“This achievement shows that our voices can lead to real change, and that no child should have to experience the trauma of abuse quietly,” Hilton stated in an Instagram post. “I did this for my younger self and for all the young lives taken by the Troubled Teen Industry.”

In her 2020 documentary titled “This is Paris,” Hilton disclosed that she faced trauma starting at the age of 16 while in treatment facilities. Since then, she has engaged with legislators in both Utah and Washington, D.C., vowing to advocate for fellow survivors and promote legislative reform.

The Stop Institutional Child Abuse Act received bipartisan support in the House on Wednesday, following its Senate passage on December 11. It will soon be sent to President Joe Biden for his approval.

In a 2022 op-ed for YSL News, Hilton claimed there is a pervasive issue of sexual abuse of children, including herself, in programs labeled as support for “troubled teens.”

“Discussing this takes immense courage for me, but I cannot bear the thought of children as young as 8 being sent to these ‘troubled teen’ programs by unaware parents and indifferent government bodies,” Hilton expressed.

The Stop Institutional Child Abuse Act sets up a Federal Work Group to oversee Youth Residential Programs aimed at establishing optimal practices, creating recommendations for a nationwide outcome database, and enhancing staff education within these facilities.

Hilton gained fame during the early 2000s with the reality series “The Simple Life,” where she starred alongside Nicole Richie. She later ventured into DJing and business, made a comeback with a new reality show called “Paris in Love,” and published a memoir.
