A former CIA officer sentenced to 30 years for drugging and abusing numerous women
The criminal acts spanned 14 years, taking place while Brian Jeffrey Raymond, 48, was stationed in Mexico City, among other locations.
VICTORVILLE, Calif. — A former CIA officer received a 30-year prison sentence on Wednesday for drugging, sexually assaulting, and recording dozens of women over a period of 14 years, including during his time abroad in Mexico City, federal prosecutors announced.
Brian Jeffrey Raymond, 48, from La Mesa, California, was sentenced in U.S. District Court after being accused of drugging and sexually abusing many women across various countries from 2006 to 2020, according to the U.S. Department of Justice. He pleaded guilty in November 2023 to charges including sexual abuse, abusive sexual contact, coercion and enticement, and transporting obscene material.
As part of his plea deal, Raymond acknowledged drugging and engaging in nonconsensual sexual acts with four women, as well as having inappropriate contact with six others. He also confessed to drugging another 28 women and creating explicit material where they were featured without their consent, in addition to drugging two others.
Prosecutors revealed that many of the video recordings captured Raymond “touching and manipulating” the victims while they were unconscious. He attempted to delete this obscene content once he became aware of the investigation, according to the Department of Justice.
Raymond “abused his trusted role as a U.S. government official to gain the victims’ trust,” stated David Sundberg, Assistant Director in Charge of the FBI Washington Field Office. “He subsequently drugged and sexually assaulted them, taking explicit images and recordings without their consent.”
After serving his 30-year sentence, Raymond will be placed on supervised release and will register as a lifetime sex offender, as mandated by the Department of Justice. He is also required to pay $260,000 in restitution to his victims.
Numerous explicit images and videos found on former CIA officer’s devices
As per the court records, Raymond was previously engaged by the U.S. government and has worked for the CIA for many years, as confirmed by both the FBI and the U.S. Department of State’s Diplomatic Security Service in 2021.
Based in Washington, D.C., and San Diego at different times, Raymond frequently traveled to and lived in countries including Mexico and Peru. He resided in Mexico City from August 2018 until May 2020 while working at the U.S. Embassy.
According to the FBI, Raymond met a number of his victims through various dating apps, with the last known incidents occurring at his government-leased apartment in Mexico City.
The extended period of sexual abuse came to light on May 31, 2020, when a naked woman was spotted screaming for help from his apartment balcony in Mexico City.
During the investigation, the FBI reported that Raymond admitted to having sexual intercourse with this woman, who stated that she couldn’t remember anything after consuming food and drinks provided by him.
Investigators retrieved electronic devices from Raymond that held hundreds of explicit images and videos, from 2006 until May 30, 2020, showing many unconscious women who were either nude or partially clothed.
“Virtually all of the women depicted in these materials experienced memory loss during their encounters with Raymond and were unaware of the existence of such images, videos, or any physical interactions,” the FBI noted.
